Governor Jindal Signs 35 Bills into Law

BATON ROUGE – Today, Governor Bobby Jindal announced that he has signed the following bills passed by the legislature into law:

HB 5 – LaFonta 
This bill provides for Hurricane Katrina and Hurricane Rita Day.

HB 158 – Lorusso
This bill provides for the continuous revision of law relative to domicile.

HB 378 – Armes
This bill relates to health procedures performed by certain school employees.

HB 455 - Monica
This bill provides that the fleur-de-lis shall be an official state symbol.

HB 503 – Gallot
This bill transfers appointing authority of members of certain boards and commissions to the lieutenant governor.

HB 585 – Abramson
This bill relates to venue for post-judgment proceedings related to interdictions.

HB 715 – Geymann
This bill relates to the Department of Public Safety and Corrections implementing the federal REAL ID Act of 2005.

HB 798 – Hutter
This bill relates to a procedure for lifting the oyster lease moratorium.

HB 1031 – Gallot
This bill relates to the city of Ruston expropriating property.

HB1044 – Abramson
This bill requires that campaign communications by telephone include certain information on the source of the call.

HB 1176 – Richmond
This bill expands the Embalmers and Funeral Directors Board from seven to nine members.

HB1198 – T. Burns
This bill relates to unethical election practices and prohibits certain false statements by candidates and push polling that includes false information.

HB 1308 – Ellington
This bill provides for changes to the enforcement of building codes.

HB 1372 – Smiley
This bill abolishes certain boards, commissions, authorities, and like entities.

HB 1373 – Baldone
This bill revises sex offender registration and notification provisions.

SB 3 – Crowe
This bill designates Plaquemines Parish as the “Gateway to Louisiana and America”.

SB 98 – Murray
This bill relates to the French Quarter-Marigny Historic Area Management District.

SB 164 – Thompson
This bill changes the name of the Aviation and Military Museum of Louisiana, Inc., to the Chennault Aviation and Military Museum of Louisiana, Inc.

SB 195 – Hebert
This bill increases disability retirement for the Clerks of the Court.

SB 229 – Mount
This bill relates to health care facilities violations and penalties.

SB 265 – Quinn
This bill relates to the emancipation of minors.

SB 308 – Donahue
This bill provides for a pre-trial hearing regarding the qualifications and admissibility of testimony of expert witnesses.

SB 346 – N. Gautreaux
This bill provides that the Friday of the Cattle Festival shall be a legal holiday for the purpose of authorizing the clerk of court of the Fifteenth Judicial District Court and the clerk of court of the City Court of Abbeville to close their offices on that day.

SB 363 – Nevers
This bill provides for the confidentiality of certain information submitted by minors applying for membership on the Louisiana Legislative Youth Advisory Council, and relates to public records and communications of the executive branch.

SB 574 – Michot
This bill authorizes judicial appeal or review of a district court decision involving actions by or against the state in connection with contracts.

SB 591 – Adley
This bill relates to certain bond issuers or their representatives reporting costs of issuance of bonds.

SB 611 – Murray
This bill relates to the New Orleans Redevelopment Authority.

SB 624 – Murray
This bill requires a separate environmental docket for the civil district court for the Forty-First Judicial District and provides for enforcement of health, safety, and welfare ordinances in Orleans Parish.

SB 679 – Kostelka
This bill relates to certain instances of employment discrimination.

SB 760 – Thompson
This bill relates to changes in the membership of the Louisiana Civil Rights Museum Advisory Board and the Eddie G. Robinson Museum Commission.

SB 762 - Crowe 
This bill provides that the owner of a nursing home whose facility was destroyed by hurricane Katrina or Rita and whose license has been surrendered, be allowed to demonstrate a failure to receive notice and the ability to qualify for a license.

SB 783 – B. Gautreaux
This bill relates to the powers of the Louisiana Animal Welfare Commission.

SB 788 – Walsworth
This bill relates to the governance structure within the Governor’s Office of Homeland Security for planning, implementing and maintaining a statewide communication interoperability plan.

SB 791 – N. Gautreaux
This bill creates the Horsemen’s Self-Help Pension Program.

SB 806 – LaFleur
This bill relates to the regulation of pre-need funeral contracts.
