At the Louisiana Department of Culture, Recreation & Tourism, Davis led policy development and oversight of the offices within the department - including Tourism, Cultural Development, State Parks, State Library, State Museum, and Management and Finance. She also advised the Lieutenant Governor on administrative, policy and legislative issues that affect the department, and manages more than 800 employees, a $110 million budget and an $80 million capital construction program.

Since becoming Secretary of the Department in 2004, Davis launched a multi-year transformation process to reinvent the department, designed and led the “Louisiana Rebirth Plan” to engage national and state leaders in tourism efforts to assist in the state’s recovery from Hurricanes Katrina and Rita, and led research into tax policy “best practices” to expand cultural industries and spur further growth within the state’s arts industry.

In 1996, Davis joined the Foster Administration as the Deputy Commissioner for Communications, where she chaired the Governor’s Drug Testing Task Force, served as the Governor’s liaison to the State Employees Group Benefits Program, and served on the Comprehensive Public Training Program (CPTP) Policy and State Police Retirement boards. Davis also chaired the State Employees Group Benefits Study Commission, where she led the effort to pass legislation to reorganize the program and eliminate the $138 million deficit.

In 2000, Davis began work at IBM as a business consultant, but was soon recruited back to serve in the Foster Administration as the Deputy Commissioner of Administration. From 2000 to 2004, Davis worked with the Commissioner of Administration to develop the executive and capital construction budgets and oversee 22 administrative sections of state government including information technology, facility planning, purchasing and procurement, risk management, group health insurance, and human resources and training.

Davis also previously served as the Vice President of Education, Marketing, & Development for the Consumer Credit Counseling Services in Baton Rouge, and served as the Production Coordinator at Advertising to Women, Inc. in New York City.

Davis has a bachelor’s of arts in communications from Spring Hill College in Mobile, AL and an MBA from Louisiana State University.
